[rt-pmc] vert.x contribution status

I checked on the status of the contribution of vert.x to Eclipse. VMware has assigned IP, including the vert.x name and github repository rights, to the Eclipse Foundation. The CLAs are nearly complete. The domain, blog, etc. can be transferred once some additional info has been supplied. All in all, looks like good progress.
