if something is approved with a CQ it can just be put into orbit if
you like, afaik there is no requirement to make another CQ to place it
into orbit
david williams is sort of the orbit master so if your not sure if it
is appropriate for orbit or not then he would be a good litmus
test...but you really only need one CQ to get into orbit
at least as far as I am aware
