The Technology PMC went through exactly the same thing a few months back.

We adopted a policy of communicating with the project to solicit documentation of the nominee's merit before vetoing an election.

FWIW, I have designs on adding a feature to the new project management infrastructure that will generate default merit documentation out of Bugzilla. I still have to work out some details...
