RT itself does not have unique policies wrt standards in general or OSGi standards in particular.  The overall Eclipse policy encourages projects to implement the relevant standards that add value for their desired consumer base. IMHO projects should be free to address their domain as they see fit. Having said that, my hope is that as the RT community matures, more and more projects will come to interoperate and collaborate regardless of any standards involvement.  We are seeing that with RAP and Virgo and EMF, Riena and RAP, Virgo and Jetty, Jetty and Equinox, ...  This is a win for all concerned but especially for the consumer community who see a more consistent/coherent technology set.

As for the standards section on the reviews, that seems to be used more as an "information dissemination" mechanism than a gating or review factor.
