[rt-pmc] RT projects and standards

Are there some clearly articulated RT project policies WRT OSGi standards?

For example, are RT projects expected (or desired/encouraged?) to 
implement relevant standards?  Are they expected to use relevant 
standards? (OSGi standards in particular, but could apply to other 
standards)  Are RT projects expected to cooperate (i.e. use each other's 
standards implementations), or create their own separate standards 
implementations...or do whatever they want WRT standards?  How does a 
project decide what standards are relevant given continuously changing 
project scope, plans, etc?

Also...in the past, there has been a 'standards' section in project 
review materials...what is the intended purpose of that review section?
