Re: [rt-pmc] dependencies revisited

The following clarification (regarding a Virgo CQ, but general in nature) may be relevant. Essentially, dependencies which are downloaded at build time (and not checked in or otherwise distributed) do not need CQs unless they are also "works with" dependencies.
