[rt-pmc] Spec implementations

At the last PMC meeting I took the action to contact legal to see if 
there was a specific approach to recording this information that might 
work best for them. The answer seemed to be that we need to continue to 
enter CQs, but that they would like an updated current picture to 
cross-reference with what they think the projects are doing.

So, I just created a table to specify the projects and the 
specifications that they implement. Can people please just add entries 
to this table for their projects? http://wiki.eclipse.org/RT/Specs
