Hi Glyn,

I'll wrestle it away from Genie now (no source code required), and send it to
PMC for +1.  

PMC: The project is requesting this CQ be classified as a "workswith" under
Eclipse Policy and Procedure for Third Party Dependencies: 
http://www.eclipse.org/org/documents/Eclipse_Policy_and_Procedure_for_3rd_Party_Dependencies_Final.pdf
 **This CQ should also have the link to the PMC discussion wherein the decision
was made.**
