Can you elaborate? Are we expecting all bundles to have additional manifest
headers to be in EBR? What about all the other bundles eclipse produces? If
they are to be included in EBR would they need some special headers? I don't
really think it is reasonable to change signed bundles produced by eclipse with
additional manifest headers.
