I would recommend having the discussion soon as it is full of nuance on what is
allowed and what isn't within eclipse.  The general rule of thumb is that
anything downloaded from eclipse needs to have all bytes being downloaded
having been vetted by this CQ process and that any redistributed binaries have
been pulled from an eclipse.org machine.

as to where this specific issue goes from here, I am not sure...this might be a
topic for the next rt-pmc call (or a mail to the lists) if your talking about
having to push through a large number of these sorts of CQ requests for items
in your EBR that are dependencies of source checked into eclipse svn that
already exist in Orbit.

hm...actually another way around this could be that if you get CQ approval on
this and then check in the EBR bundle into eclipse svn and use that...I think
that fits the bill as acceptable

Jeff, Tom (anyone) is that acceptable and enough to + this issue for the PMC?
