Very odd. The current state is quite unusual (never seen it before). I'm thinking that there was some sort of collision or something. Typically you never have to fill any names in. Just change the drop down to + or -. Perhaps Tom did something as he was asking Jesse to approve since it was a Jetty thing coming into Equinox.
In general any PMC member should be able to approve CQs (excluding for their own projects of course).
