This seems fine to me.  The only reservation I have with this sort of thing is that people wanting to participate in all of Equinox now need to have another SCM client installed. A bit of a barrier to entry.

As for timing, ScalaModules was proposed only 2 weeks ago I think so there is still some time remaining until the creation review and the provisioning.  That is, this project is not likely to be provisioned until the end of Feb.  As such, it does not seem as urgent as you suggest. One working day is not really enough time to allow for PMC feedback.
