[rt-pmc] ECF 3.2 release

ECF would like to have a minor release (3.2) on February 19, 2010.  
There are several things that have been added, but the main new things are

1) Impl of OSGi 4.2 remote services standard...i.e. see [1]
2) REST and SOAP client support...i.e. see [2]
3) New example remote services code and bug fixes

Over the next week, the ECF team is generating the slideware for the 
review and will have the necessary things ready by Feb 3.

For the Foundation's/process, I would like to get the approval of the 
rt-pmc.
