I would like to see projects under RT use other RT projects as their primary implementation with integrated building, testing and packaging/distribution to improve the overall quality and consistency of RT.

If RT projects require alternate implementations to meet the needs of their community then depending on the license of the dependency they have some options:

1. Include the alternate dependency within the project and have it available in a distribution from the project on eclipse.org

2. Have a works-with relationship where the users have instructions on how to integrate and use a dependency they download themselves.

3. Organizations outside of eclipse.org can host distributions that include the 3rd party dependency integrated with the eclipse.org distribution.
