If you do not need to check this into CVS and distribute it from eclipse.org,
then please take a look at this link and let us know within which category your
intended use falls.
If it's a workswith or exempt-prereq, there should be a discussion on PMC
mailing list (or similar forum) with a definitive decision. Thereafter, PMC
should update this CQ with the mailing list URL and decision....and give it +1
(or not, as the case may be). At that point, the workflow is different for
each category, but we'll take it from there.

Otherwise, if for some reason this turns out to be non-exempt prereq (though
given that you don't distribute it, it doesn't sound that way), then the due
diligence will all happen on this CQ.
Until I hear back from you, I'll leave this in "awaiting PMC" state.
