We eventually succeeded to get this hack working. The problem was that
we used the (old) p2 metadata generator instead of the (new) p2
publisher to generate metadata. With the old method, the contents of the
p2.inf file were not included in the metadata.

Installing the RAP runtime SDK into the IDE is now prevented with 3.4
and 3.5.
