[recommenders-dev] Project-wide code formatter settings

Hi,

we had a couple of discussions which formatter settings to use for the project. There is one formatter profile that should be used by all contributors/committers under tools/ 

I also published a minor update to this profile under [1]. If you have anything to add, please modify on this change set with your proposals until sunday morning. It will go live on sunday evening together with the 2.0 release.
