[recommenders-dev] Commit rights for Eric Bodden have been expired

Marcel Bruch has expired the commit rights for Eric Bodden (ebodden).  The
reason for this change is:

After a short conversation, Eric and me decided to remove him from the list
of committers. He moved on to new research areas and probably won't find
the time to contribute to recommenders in future.
