[rdf4j-dev] reducing hudson noise

I'm looking into a slight tweak to our Hudson configuration to reduce the noise somewhat. Specifically, I will try to configure the compliance testing jobs such that they report as unstable if tests fail, but won't completely fail the build. This should result in fewer messages since it will only report the first build that becomes unstable, not any following builds (until it becomes stable again of course).
