In my opinion it should  e.g. We are planning to upgrade our application to e4 (RCP/RAP) , however we are waiting for E4 to migrate to rap core. If I could fasten the process with some contribution to this project, which could be easily done with gerrit it would be great. 

Thus +1 for me to migrate to gerrit
