[rap-dev] new 3.0-maintenance branches + RAP 3.0 RC3 builds

Hi RAP developers,

some important updates and changes:

First of all, I've created the new 3.0-maintenance branches for our RAP Runtime and RAP Tools Git repositories. These are the branches that will be used for building the final 3.0.0 release builds, and also for the upcoming service releases.

Second, there are new build jobs on our RAP HIPP that are using theser branches. I used these new jobs to create the RC3 builds below that are our candidates for Mars RC3.
