[rap-dev] release preparation - IP

Hi Team,

I've reviewed our external bundles that will be part of the RAP 3.0 release and found two of them without CQ. Both are uncritical - the first one is a PB CQ from the Orbit project, the second one is a reuse of the already approved library from the RAP Incubator project.
