[rap-dev] Additional target bundle javax.servlet 3.0

Hi all,

to resolve bug 348587 [1] and to fully support javax.servlet 3.0, it was 
necessary to add another bundle to the target platform.

The javax.servlet 3.0 API can be obtained from Orbit [2]. Please update your 
target platforms accordingly.

The build at eclipse.org was changed to include the new bundle in its base 
platform (currently eclipse-3.7RC4) and the build process documentation [3] was 
also changed accordingly.

Please let me know if I overlooked something.
