Hi Phil,
here's a download of our latest build. It includes all patches that did not make it into 1.3.1. That should be what you need:
I'll have a look after the tags, there seems to be something missing indeed.

My last option is to download 1.3.1-R-20100915-2301
runtime/source and try creating the project myself…
