I received the following from the ipzilla people:

At this time, IPzilla CQs are filed at the sub project level only.  Could you
please go ahead and enter your CQ at that level (RT.RAP).  Please let us know
if you encounter any difficulties in doing so.

Since I don't have access to rt.rap in the portal, I suppose someone 
else will have to do this?
