3.10.6 R-build is available.

Master branch advanced to build 3.10.7 henceforth.

Please review and correct at least the 3.10.6 section of 
https://wiki.eclipse.org/MMT/QVTo/New_and_Noteworthy/2019-09 
(remembering that the audience is the QVTo user, not your QVTo project 
'supervisor'.)

Relevant Bugzillas may need closing after adding some comments to 
reflect what the Gerrits actually did.
