Hi

Wayne asked what OCL's EPL 2.0 plans were as part of the OCL review. In 
principle just do it when it's easy.

and subsequent correspondence announced the avilability of

EPL 2.0 (without secondary license)
EPL 2.0 (withsecondary license)

The former is easy to adopt. I think we just rerun the copyright tool to 
change 1.0 to 2.0.

AFAICT QVTo has no secondary license so we can just go. If we don't we 
will keep getting pestered by the EMO so easieast to just do oit.

I plan to do this for RC3. Any objections?
