and subsequent correspondence announced the availability of

EPL 2.0 (without secondary license)
EPL 2.0 (with secondary license)

The former is easy to adopt. I think we just rerun the copyright tool to 
change 1.0 to 2.0.

AFAICT QVTd has no secondary license so we can just go. If we don't we 
will keep getting pestered by the EMO so easst to just do it.

I plan to do this for RC3. Any objections?
