[qvtd-dev] Neon release version

Hi

It is very unlikely that the QVTr execution will be of adequate quality 
for general use in Neon, therefore the Neon release will be 0.13.0 
rather than 1.0.0. A new 0.13.0 nightly is already available on 
downloads. I and S-builds will appear soon. Please make sure to 
explicitly uninstall all 1.0.0 installs that have been available from M7.

0.13.0 adds QVTc execution and preliminary QVTr execution. Both 
interpreted and code generated in Java.

1.0.0 will appear, hopefully before Oxygen, as soon as RelToCore.qvtr is 
able to transform itself to QVTc.

1.1.0 will add incremental/checking execution.
