[ptp-user] Removal of UPC, XLC, and LRParser

CDT are removing the LRParser from the next release (CDT 9.11) as it hasn’t been updated for about 7 years. This will mean that XLC and UPC support will also be removed.

If anyone has a strong objection to this, please speak up. The code could possibly be moved to PTP, however this would require someone agreeing to support it.
