9.0.2 would have been tested with 4.5.1. You can get it from http://download.eclipse.org/tools/ptp/updates/mars

I’m not sure if there are any dependencies on 4.6 or not. PTP depends on CDT and other projects which may have some dependencies. Generally we don’t test on previous versions of Eclipse, but there’s nothing stopping you trying it.
