There are UP and DOWN buttons, but they will disappear if the dialog is too narrow.
make the dialog wider and they should appear
(And if you want to create a bugzilla bug, that would be great. Good thing for us to fix at the upcoming Hackathon.)

Of course you can remove all currently listed modules and add them again in the desired order. But this is more tedious than the "up" operation.
