Well the instructions were more correct than I remember... It does tell you to use the ptp-3.0-all-anonymous.psf file which is the important step.
I updated some small things but just tried it in a clean eclipse install and workspace (even as CVS anonymous) and it checked everything out and built.

Note that there a few projects (mostly the C proxies etc) that won't build correctly right out of the box.
