Please try the following. Double click on the resource manager to edit it. Go to the "Open MPI tool configuration" page and select "Open MPI 1.4" from the drop down. Uncheck "Use default commands", then enter the full path to ompi_info in the "Discover command" field. Click "Finish" and try starting the resource manager.

I have FC11 and OMPI 1.4 installed here, so I'm not sure what else your problem could be.
