[ptp-user] Eclipse, CDT, and PTP installation instructions

I just wrote up some instructions on installing Eclipse and CDT,
including how to install the "light" version (the platform binary of
Eclipse, without all the Java and plug-in development stuff) to answer a
new user's question.

So i made a quick web page on it for reference.
