Once I included the remote proxy feature in my target definition and ran my plugins as a runtime instance the proxy connection support works and I can run my bqueues command. I ran it about 10 times and had no problems. When I get a chance I need to run it a bit more to make sure the bqueues command hang with no output is really gone.
There's probably not much point, but I did verify dd and base64 run correctly on my remote system.
Also, I don't know how my Eclipse IDE got messed up, but my Maven build log is attached.
Since I have now successfully run the proxy connection support and I will probably be updating my IDE to Oxygen SR3 pretty soon, I don't know how important this is any more.

Also, please run the 'dd' and 'base64' commands on the ppc64le machine. Do they work or do you get an error message?
You'll need to include the o.e.remote.proxy feature to get the proxy support to work.

I updated from the staging repository and now my LSF changes work correctly.
I still cannot run a Maven build, even after deleting my .m2 directory. I know I am deleting the correct one since it gets recreated with every Maven build.
Since I can't complete a Maven build, I thought I would try starting an Eclipse runtime instance and test there. I modified the ppedev.target file to use the download.eclipse.org/staging/oxygen for the remote plugin and got org.eclipse.remote plugins with a 3/6 build timestamp.
I still get the same error with bootstrap.sh on ppc64le when I try to open a proxy connection..
Finally, is there an additional plugin or feature I need to include in my proprietary plugin's target definition file to get the proxy connect support code? I started a runtime instance of that plugin and when I open the remote connection preferences there is no option for proxy connections.
