I'm taking this back. As a fragment, it's not possible to override or rearrange the launch configuration tabs used for profile launches, which I'd like to be able to do. Also, I don't see how it being a fragment really helps now since the core etfw plugin seems to include a lot of PTP components anyway.

If it's ok with you, I'll change it to a plugin and run a build. Let me know if this breaks anything you're aware of.

The original implementation in the core ETFw plugin was for standalone CDT support and didn't assume other PTP components were available. The fragment was intended to augment the CDT specific ETFw components with the ones needed by the PTP when the PTP was available. I haven't been testing local CDT-only launches for some time so I'm not sure how necessary it is to maintain the distinction.
