You can either check it out from the repo (master branch) or you can get it from here: http://download.eclipse.org/tools/ptp/builds/luna/nightly/

We were messing around with Kepler this morning. We're doing some stuff with Eclipse RAP and RSE depends explicitly on the org.eclipse.swt bundle, which doesn't exist for RAP. :-/

Technically no, but it depends which version you are using. There are still some feature dependencies in Kepler that require RSE in the packaging. I'm removing these in Luna, so RSE should be completely optional.
