[ptp-dev] Next build hurdle - no network access

So I'm on to the next build hurdle for the Fedora PTP build, namely that the
Fedora builders do not have network access, so no downloading of items during
the build. This breaks the rdt-remote-jars build:

So it looks like I'm back to disabling building remotejars for the Fedora build.
I don't suppose there is any interest out there for supporting this somehow by
providing the needed information some other way?
