[ptp-dev] Resource manager framework design document

Hi,

A design document describing the new resource manager framework (the control and monitoring components) is now available on the wiki at http://http://wiki.eclipse.org/PTP/designs/scalability

I've also taken this opportunity to reorganize the PTP design documents page and move all the old designs to the end of the page to avoid confusion.

If anyone has any comments on the design document or any of the changes, please feel free to let me know.
