[ptp-dev] Run configuration uses wrong working directory

I was running tests usingthe PE JAXB resource
manager and found that the working directory for a run configuration is
always the directory where the executable is located. Changing the working
directory in the run configuration arguments tab has no effect.

If I change the directory attribute
of the submit-interactive element from directory="${ptp_rm:executableDirectory#value}"
to directory="${ptp_rm:directory#value}" then modify the working
directory in the arguments tab, that change takes effect.

Is this a reasonable change or are there
other reasons why the executabeDirectory attribute was used?
