[ptp-dev] PLDT changes in Git require recent Photran build

I have added a new project to Git
(org.eclipse.ptp.pldt.openacc.fortran) and also made some changes to
PLDT's MPI/OpenMP Fortran plug-ins.  These use an extension point that
was added to Photran a week or two ago, which allows them to
contribute dynamic help to the Fortran editor.

So, if you have the PLDT sources checked out, you will need a
relatively recent build of Photran for them to compile.
