[ptp-dev] Committing IBM BGP PBS Resource Manager

Greetings,

Kevin is comfortable with the state of the PBS resource manager so I am planning to commit that on his behalf this week.  I assume this is ok?  This would add the relevant serverside package files to rm.lml.da and the new manager xml to rm.jaxb.contrib.  Should this be done only on master or do we want to have it on 5_0 as well?
