[ptp-dev] RemoteToolsProcessBuilder#charEscapify

For building a command line in rdt.sync, I need more or less the same
functionality provided by RemoteToolsProcessBuilder#charEscapify.  The
rdt.sync guys would rather not have that code duplicated.  So, could
we either make that method public static, or move it someplace else in
remote.core?

(I'm still leery of changing other people's APIs...)
