The help plug-ins were renamed to doc.user a while back.
We probably didn't go back to change the older versions.
Try changing org.eclipse.ptp/doc/org.eclipse.ptp.help to org.eclipse.ptp/doc/org.eclipse.ptp.doc.user
in your psf file and see if it helps.

The CVS repositories are all read-only as we've converted to Git, so I can't change it there.
Is there a reason you're working with the older 4.0 versions?

When I check out the PTP4.0 src using the ptp-4.0-all-anonymous.psf file,afer I checked out 48 projects,an error occured(see below)，could you please give me a help?Thank you very much!
