Orion,
The UPC plugins were not being tagged in the build script. I've
updated this now and tagged them with the latest version
(v200910091648).

Apparently the org.eclipse.ptp.pldt.upc directory is not being
tagged in CVS, but is mentioned in the ptp.master feature.xml file.
Is upc still included in ptp?
