[ptp-dev] Commit rights for Kam Man Chu have been expired

tools.ptp Committers,
Greg Watson has expired the commit rights for Kam Man Chu (kchu).  The
reason for this change is:

Clement is no longer working on PTP, but was responsible for the initial
implementation of the PTP parallel debugger. Given his significant
contribution, I've promoted Clement to Committer Emeritus, the first such
promotion for PTP. I hope Clement will be able to participate again in the
future.

To honor Kam Man Chu's contributions to the project, Greg Watson has
nominated Kam Man Chu for Committer Emeritus status.
