I'm not passed a reference to the IRemoteProcessBuilder for my target 
application. All I have is strings for project name and location and the 
ILaunchConfiguration for my application.

Dave,

Do you have access to the IRemoteProcessBuilder? You can call 
environment() on this to obtain the environment, then add/remove 
environment variables directly.
