Yes, this looks like it fixes the problems I was having with PE preference 
settings ending up in ORTE & MPICH preferences

[ptp-dev] preference changes






I just committed some changes to the way preferences work. In the new 
scheme, each RM will have it's own preferences. Hopefully this will 
address the issues Dave was seeing.
