The WebDAV/FTP plug-ins are not a part of the Eclipse SDK and are a
separate download on the same page. Try downloading and installing them.
You may need to start with the "-clean" command-line option the first time
to invalidate your plug-in registry cache and pick up the new plug-ins.

I am unable to see the VXML toolbar in eclipse, nor is the VXML wizard
listed in the new project view. I dont think the VXML plugins are being
referenced.
While eclipse is running, i see this in the error.log :
